Hour bans and warnings are not required for perm bans as you can obtain the rest without getting them first. They are in the table to show the max amount of warnings/hour bans one can get

You can move on to the next level for actions in game or discord

For 28 day and 7 day bans will affect you in discord and in game

Good behavior may move you down a level

You can appeal bans or timeouts and they will be removed from your history
